The European Union failed to reach agreement on its proposed 21st sanctions package against Russia during the Foreign Affairs Council in Brussels, exposing divisions among member states over how far the bloc should go in increasing economic pressure on Moscow. While Lithuania, Latvia and Belgium urged tougher measures and opposed any easing of sanctions, EU foreign policy chief Kaja Kallas confirmed that the broader package remains blocked despite expectations that the EU will approve its largest-ever sanctions listing of around 250 individuals and entities linked to Russia. The latest deadlock comes as the European Union continues to back Ukraine while struggling to maintain consensus among all 27 member states over its Russia policy.
