FIFA secretary general Mattias Grafstrom has called the abandoned World Cup sell-plan a "sad and reproachable series of events", which is "difficult to comprehend and accept", in an internal staff message obtained by Sky News.
Grafstrom runs the administration and was brought across from UEFA when Gianni Infantino rose to the FIFA presidency 10 years ago.
The staff email did not directly reference Infantino and the calls for his departure from European FAs for secretly planning to sell shares in a new World Cup venture to private investors called FIFA Forward Enterprise.
