Shawn "Mickey" Stines is charged with murder in the shooting death of his one-time boss and friend, Judge Kevin Mullins. A surveillance camera in Mullins' chambers recorded the shooting in September 2024. Now the judge presiding over Stines' case has issued a number of orders on motions for change of venue, whether Stines should receive bail and the Commonwealth's request for a second mental health evaluation.
