At the NATO summit in Ankara, Ukraine is making a different case for membership than it did in the early months of Russia’s full-scale invasion. President Volodymyr Zelenskyy is arguing that Ukraine’s battle-tested army, drone experience, air-defense lessons, and defense industry make it an asset for the alliance. NATO is expected to reaffirm major military support for Ukraine, but full membership remains blocked by the war and lack of consensus among allies. Air defense is Kyiv’s most urgent demand, especially as Patriot systems and interceptors remain in short supply. The summit shows how much Ukraine’s role inside European security has changed since Madrid in 2022, even as the NATO door remains formally closed.
