Lord O’Neill calls Andy Burnham’s promise of “growth in every postcode” “slight lunacy”.

Sitting down with our Political Editor, Beth Rigby, he argues many places lack the capacity to deliver value for taxpayers and would prefer a “handout” to responsibility.

His advice to Burnham is to focus on the biggest cities - including London, which he hints could benefit from the Budget.
