His remarks followed Vladimir Putin’s first-ever visit to the Kurils, triggering a strong protest from Tokyo. Japan insists that four southern islands, known as the Northern Territories, are inherently Japanese, while Russia says their status was settled after World War II. The dispute has prevented Moscow and Tokyo from signing a formal peace treaty for decades. Putin has also accused Japan of worsening bilateral relations through sanctions and military policies.
