Russia's Foreign Intelligence Service (SVR) issued an official intelligence statement alleging that European Union leaders have privately ruled out Ukraine's accession to the bloc during closed-door discussions. According to the Russian intelligence agency, while European officials continue to endorse Kyiv's accession trajectory publicly, internal deliberations flatly reject full membership, positioning the promises instead to keep Ukraine politically aligned against Moscow. SVR officials claimed that Brussels and Kyiv leadership are fully aware of the accession standstill, alleging the territory is being utilized as a strategic proving ground for Western military aid and advanced warfare testing while formal European integration remains stalled behind closed doors.
