Cooper described some settler activity in the West Bank as clearly settler terrorism, and expressed deep concern about the E1 settlement expansion, which she said was fundamentally aimed at undermining the viability of the two-state solution. The comments came in the final week of the Starmer administration, with Burnham set to assume the premiership, as Cooper acknowledged her continued role in the incoming government was not yet confirmed.
