Saturday Halloween brings busy streets | CTV News Ottawa at Five for October 30, 2026

Ottawa police are urging drivers and pedestrians to keep safety in mind as Halloween falls on a Saturday for the first time in six years. Police spokesperson Seb Lemay advises motorists to eliminate distractions, turn headlights on early and yield the right of way to costume-clad children following a dangerous month on local roads; Ontario Liberals are calling on the province to freeze time as Quebec considers ending the semi-annual clock shift altogether. British Columbia, Alberta, Manitoba and the Northwest Territories have all made moves toward permanent time, while Quebec announced that this weekend's time change could be its last; and Ottawa folk music champion Chris White has received Ontario's highest folk music honour for more than three decades of connecting communities through song. CTV's Dave Charbonneau profiles the Ottawa Folk Festival co-founder and artistic director, who was surprised to be named this year's recipient of the Estelle Klein Award for lifetime achievement.
