Suspect accused of setting fire outside NYC federal building

The FBI is investigating after officials say a man used an apparent bundle of fireworks, an airsoft rifle and an incendiary liquid to target a federal building in Manhattan that houses an ICE office. NBC News' Emilie Ikeda reports.
