Germany Targets Russia’s Shadow Fleet As Moscow Faces Sanctions Pressure And Escalation Risks
Germany is preparing to take tougher action against Russia’s so-called “shadow fleet” — a network of ageing and poorly insured vessels allegedly used to bypass sanctions on Russian energy exports.
Berlin’s proposed measures could include inspecting and detaining suspicious tankers in German territorial waters. Supporters say this could raise Moscow’s shipping costs and reduce the revenue funding its war in Ukraine.
But the move carries risks. Russian warships could escort some vessels, while armed crews and possible links to mercenary groups could create the threat of confrontation. Germany is also facing domestic political pressure after strong election results for parties opposed to military aid for Ukraine.
