What is the ‘shadow fleet’ and how does it operate?

Shadow fleets are tankers that use deceptive tactics to bypass blockades, sanctions or other disruptions to shipping, particularly around the Strait of Hormuz.
Vessels can switch off tracking and communication systems, broadcast false GPS signals, sail under another country’s flag or conduct ship-to-ship transfers at sea.
