Scouting Ireland: “Incoherent and incomplete” governance and property “uncertainty”
The Charities Regulator has published a report by an inspector into the affairs of Scouting Ireland and three related charities and unincorporated organisations. The report follows a statutory investigation to try and establish the facts relating to “the control and ownership of charitable assets, including almost 130 properties”. The inspectors’ findings point to an “incoherent and incomplete change in governance structure,” contributing to “uncertainty and disagreement around the beneficial ownership of various properties and the failure of the charities’ trustees to work together to fulfil their responsibilities diligently and effectively.” The report concludes that it is “not always clear” which…
