Pawnee County, OH - New body camera video shows the incident from December that led to a Cleveland Police officer being fired after a use-of-force investigation.Officer Aaron Burnes was fired after body cam video showed him knocking a man to the ground who was in handcuffs. Burnes tells News On 6 that he repeatedly told the man not to get up, but the man kept getting up, so Barnes used his forearm to knock the man back down.Cleveland Police say the call went out as a man who had been shot. The call was in Pawnee County, but officers responded because of the seriousness of the call."The Cleveland Police Department takes all allegations of misconduct seriously. Following the incident you referenced, I ordered an internal investigation and convened a Use of Force Review Board to conduct a thorough and objective review of the matter.At the conclusion of the internal investigation, Officer Aaron Burnes was terminated for violations of department policy. Burnes says he was just doing his job and trying to help people in the community.He says he has dealt with this suspect at least five times, and every time, the man runs or fights officers or both. Burnes says he repeatedly told the man not to get up, but the man kept getting up, so Barnes used his forearm to knock the man back down.Burnes says he got to the scene and found a man he was familiar with, lying in the grass with blood on his face. He says the man has a history of mental health issues and drug use. He says the man got up, confronted Burnes, then ran away.Burnes says he and another officer chased the man in the woods, and the man fought with the officers before they eventually took him into custody.Burnes says they got the man back to the road and sat him down so he wouldn’t get hit by a car, but says the man kept trying to get up, and that’s why Burnes used his arm to knock the man back down.The man involved was taken to the hospital and hasn’t been charged with any crimes. It was determined that no one had been shot.OSBI is investigating the officer’s actions, and they will hand over their reports to the DA’s office to determine any charges.
