ITALY: The province of Lombardia has approved a further €25m for the delayed Milano – Seregno light rail project after its estimated cost rose by almost 50%. The 14.3 km line remains scheduled to open in 2029, although uncertainty persists over the remaining financing.
The Lombardia regional government has approved an additional €25m contribution towards construction of the Milano – Desio – Seregno light rail line. The funding, to be provided via the city council in Milano, comprises allocations of €15m for 2029 and €10m for 2030, supplementing the €30m already allocated by the province.
Announcing the decision, Regional Councillor for Infrastructure & Public Works Claudia Maria Terzi said it underlined Lombardia’s commitment to delivering strategically important transport infrastructure.
Regional Council member Alessia Villa noted that the project’s cost estimate had risen from €258.5m, approved in 2022, to €381.7m under the updated 2025 programme.
‘The increase in project costs required a responsible response’, Villa said. ‘The region has chosen to provide significant additional resources to help cover the extra costs and support completion of the infrastructure. The city must now guarantee a clear timetable, firm deadlines and close attention to every aspect needed to bring the line into service.’
The new 14.3 km light rail line will replace the former Milano – Desio interurban tramway, extending the route north to Seregno. It will serve 25 stops, with an average spacing of 540 m, crossing the municipalities of Milano, Bresso, Cormano, Cusano Milanino, Paderno Dugnano, Nova Milanese, Desio and Seregno. The northern terminus will be at Seregno railway station, providing interchange with the national rail network and onward connections towards Saronno, Malpensa Airport, Como, Carnate, Bergamo and Monza.
Set for service in 2029
Construction began several years ago but has been repeatedly delayed by contractor insolvencies, design revisions and rising construction costs. During 2025-26, the project programme has been revised and work accelerated, particularly in Desio, where removal of the disused tram infrastructure was brought forward.
The line is currently scheduled to open for service in 2029, although the programme remains subject to funding and construction risks.
Uncertainty persists over the final financing package. In April 2026, the municipalities of Seregno, Desio and Nova Milanese expressed concern over additional costs, almost 50% above the original project budget, and called for assurances that the remaining funding would be secured to enable the project to be completed on schedule.
