Plans for new '15-minute neighbourhood' comprising 300 homes in Ballincollig lodged with council

A major residential scheme comprising 300 homes in what developers are calling a new "15-minute neighbourhood" in Ballincollig has been formally lodged with Cork City Council. MOS Homes Limited have submitted plans to demolish agricultural buildings at a more than 13-hectare site at Carriganarra and Carrigrohane in Ballincollig to make way for the construction of 128 houses and 172 apartment/duplex units. The primary target occupiers for the proposed development will be the private housing market, specifically for younger families and first-time buyers.Access to the proposed scheme would be provided through the existing junction from the Killumney road serving the Heathfield residential development and existing sections of the Maglin Sustainable Access Corridor to the north. The proposed development would also see that access corridor extended with the addition of four pedestrian/cycle connections to the Heathfield residential development to the north, which is currently under construction.Subject site, highlighted in red, in which planning for 300 homes has been sought from Cork City CouncilThe 128 houses will include 42 four-bedroom detached and semi-detached units and 84 three-bedroom semi-detached and townhouse dwellings. The proposed development will also see the restoration of an existing vernacular farm building on the site, which will accommodate two two-bedroom semi-detached units. Meanwhile, the proposed 172 apartments and duplexes will include 18 three-bedroom units, 109 two-bedroom units and 45 one-bedroom units, all of which will be provided across 20 apartment blocks up to four storeys in height. The plans also include a two-storey creche facility on site. MOS Homes Limited is seeking to demolish agricultural buildings at a more than 13-hectare site at Carriganarra and Carrigrohane to make way for 300 homesAncillary site works include the raising of existing ground levels on site, bicycle parking and bin storage facilities serving the proposed apartment/duplex and creche buildings, the delivery of active travel infrastructure, landscaping and servicing proposals, including a temporary pumping station. The proposed development also provides for a clear span bridge crossing of the Maglin North River to the south of the site.Developers MOS Homes Limited recently completed the construction of 460 homes at the nearby Heathfield development, which lies immediately north/northeast of the subject lands for the latest scheme. Ballincollig is expected to accommodate significant growth in population and housing by 2028, with the city council's development setting a population target of just under 28,000 people in Ballincollig by 2028. This marks an increase of over 54% from 2016 figures, which are to be accommodated in an additional 3,947 units.MOS Homes Limited is seeking to demolish agricultural buildings at a more than 13-hectare site at Carriganarra and Carrigrohane to make way for 300 homesThe developer notes that the strategy and design rationale for the scheme is focused on the creation of a new ‘15-Minute Neighbourhood’ at Ballincollig, orientated around access to walking, cycling and access to public transport opportunities, with nearby facilities such as schools, recreational outlets, health services and retail opportunities all located within walking distance from the site."We consider that the proposed development represents the sequential and sustainable expansion of Ballincollig and will reflect a high-quality residential development for future occupiers," the developers said.It added that the proposed housing mix reflects market demands and a shortage in the number of newbuild three- and four-bedroom family-type residential units in the Ballincollig area. "The proposed housing mix is in response to the demonstrable and evolving housing needs of the area."Cork City Council is due to decide on the development by June 30, 2026.
