Protesters scuffled with security outside a Louisiana Senate hearing discussing redistricting that could remove Black-majority districts from the 2026 Congressional ballot. US House seats are won by a simple majority. When district lines are drawn to include or exclude groups of voters — called gerrymandering — political parties can manipulate the expected outcome of an election.
