"Many changes are happening right now in the work of air defense," Zelenskyy said in his overnight address as Russia's full-scale invasion nears its fourth year.
"In some regions, the way teams operate, interceptors, mobile fire units, the entire small air defense component is being practically rebuilt completely."
The Ukrainian president said he had long discussions with the military's commander-in-chief, Oleksandr Syrskyi, the chief of the general staff, Andrii Hnatov, and Defence Minister Mykhailo Fedorov over the coming changes.
"Changes will happen," he said.
Kyiv has repeatedly urged Western allies to supply more weapons to strengthen air defenses against missile and drone strikes.
Power and heating restoration work in progress
Zelenskyy also referenced Russian air raids targeting energy infrastructure with outages reported in Kyiv, Kharkiv, Poltava and parts of Odesa regions amidfreezing night-time temperatures.
Energy Minister Denys Shmyhal said crews were working to restore power and heating after the recent Russian strikes.
Zelenskyy again criticized local authorities, saying officials would be held personally responsible for failures in managing the aftermath of attacks.
"We are monitoring at all levels and people will be held personally responsible," he said.
