Rider fined €800 for uninsured KuKirin e-scooter

A man has been fined a total of €800 after he was caught riding a powerful electric scooter without insurance. Haitham Nofal (29), of Tallaght Cross West, Cookstown Way, Tallaght, Dublin 24, pleaded guilty at Tallaght District Court to driving without insurance, driving without a licence and refusing to provide his address. The court heard that Gardaí on mobile patrol spotted Nofal riding the scooter at Belgard Square South on 29 June, 2025 and stopped him. The court heard that the electric scooter, a KuKirin G2, could travel at more than 20km/h, which meant it had to be treated as a moped and required a driving licence and insurance. Defence barrister, Ethan Foley BL, told Judge Miriam Walsh that his client has no previous convictions and had not realised the scooter was illegal. He said Nofal had seen electric scooters being widely used and did not realise that his own model was more powerful and required insurance. Mr Foley told the court that Nofal works as a barber, is preparing for his driving theory test and was willing to complete a driver awareness course. Judge Walsh imposed a €150 fine, with six months to pay, in relation to the scooter exceeding the legal limits. A further €250 fine, also with six months to pay, was imposed for refusing to give his address to gardaí. Nofal was additionally fined €400, with three months to pay, for driving without insurance.
