Andy Burnham has vowed to 'adjust' the pensions triple lock to pay for social care by 2030.
Delivering his first Labour Party conference speech as leader, he told delegates that from April 2030 the annual earnings link will be dropped.
The prime minister accepted he "may pay a political price" for the announcement, but "someone has to go through the pain barrier and rip the plaster off".
