Dutch prosecutors warn a ban on goods from illegal Israeli settlements in occupied Palestinian territories will be difficult to enforce.
Researchers say nearly 20 percent are mislabeled or mixed with Israeli products.
The Netherlands receives the largest share of the estimated $400m exported to the EU.
The ban could begin next week, pending a court ruling on Wednesday.
