Rosemary Jenks, policy director at the Immigration Accountability Project, told lawmakers: “If illegal aliens cannot enter the United States, they cannot give birth here.” Her testimony came as Congress debated birthright citizenship, border enforcement and what supporters see as the need to prevent immigration laws from being circumvented.
