Turkiye's Foreign minister says its defence alliance with Pakistan and Saudi Arabia could expand.
Hakan Fidan says the alliance is working on a road map to allow more countries to join.
He made the comments at the group's first meeting in Istanbul.
Foreign and defence ministers have been discussing defence capabilities and expanding co-operation.
The pact was signed in Mecca earlier this month.
It stipulates that an armed attack against any of the three, will be regarded as an attack on all.
