An inmate serving a sentence for manslaughter has told Sky News "everybody" is talking about early prisoner release inside jail, as he awaits a decision on whether he'll be excluded from the policy.

It comes ahead of an expected announcement from the government this week on how they'll exempt PC Andrew Harper's killers.

Sky's Mollie Malone gained rare access inside a prison and probation centre, and has this special report.
