Reformist Afghan king Amanullah Khan introduced sweeping reforms through the country's first constitution, the Nizamnama-yi Asasi, in 1923. The constitution introduced compulsory primary education for boys and girls, restricted child marriage, and ended certain traditional practices involving women. These measures provoked fierce opposition from the religious establishment and tribal leaders, who regarded them as contrary to Islamic law and Pashtunwali, while the abolition of privileges for the ulema and powerful tribes deepened their hostility. Religious leaders issued fatwas against Amanullah, tribal resistance developed into the Khost rebellion, and his throne itself came under serious threat. Forced to seek the support of the ulema and tribal chiefs, Amanullah accepted their demand to rewrite the constitution according to religious and tribal traditions, effectively abandoning the most radical elements of his reform programme. But things didn’t stop there. This is the story of an era in which reformists and conservative elements fought for the future control of Afghanistan.
