The measures, reportedly being used for the first time in Kharkiv, are aimed at protecting infrastructure and routes from aerial threats, with petrol stations and shopping centres among the reported targets. At a maternity clinic, staff continue caring for mothers and newborns while preparing underground facilities that could sustain medical services during intensified attacks. The United Nations said 1,396 civilians were killed and 7,978 injured in Ukraine during the first six months of this year, a 37% increase from the same period in 2025, citing an increase in Russian long-range aerial attacks.
