Raped, strangled, and set on fire. Her name was Katie Sepich — a 22-year-old graduate student at New Mexico State University who had walked two blocks home from a party and never made it inside. She had fought back. The DNA beneath her fingernails would eventually identify her killer. But Gabriel Avila walked free for three more years — because the law didn't require his DNA at arrest.
