The Russian Ministry of Transport has approved a transport infrastructure development plan running through 2036. The strategy focuses on expanding maritime capacity through the construction of 17 new terminals and the modernization of 25 existing port facilities.

According to the document, which received government approval in August 2025, the majority of these projects are concentrated in the Far East, where 12 terminal complexes will be built. The Arctic basin is allocated three objects, two of which are designated for the Northern Sea Route coast.
Region/Basin Planned Terminal Projects Far East 12 Arctic Basin 3The program extends beyond port infrastructure to cover connected supply chains. The plan includes the reconstruction of 4,500 km of railway tracks and over 2,000 km of roads, alongside updates to airports and social infrastructure.
Aleksey Krupin, project finance specialist: "Implementation of such infrastructure programs usually depends on a combination of budget funds and private investments, while the actual launch of each object will depend on financing schedules and the readiness of the adjacent transport network."
Funding for these projects will be provided in stages through state and non-budgetary sources. Federal agencies are tasked with monitoring the execution of the program.
